How we are governed
The Fairtrade NAPP system is governed by the General Assembly, Board of Directors & Regional Conference.
General Assembly
The General Assembly (GA) is the highest governing body of Fairtrade NAPP, serving as the platform through which producer organisations exercise their rights and responsibilities. The Producer members convene at the General Assembly once every three years, with each member entitled to representation through Delegates from their respective membership groups.
At the General Assembly, representatives from all Fairtrade Certified Producer Organizations across Asia and the Pacific come together, categorized into three key producer groups:
- Small Producer Organizations (SPO)
- Contract Production Organizations (CP)
- Hired Labour Organizations (HL)
This inclusive structure ensures that all producers have a voice in shaping the future of Fairtrade NAPP.
Board of Directors
The Board of Directors of Fairtrade NAPP is responsible for guiding the strategic direction and governance of the organization. Comprising of representatives from various Fairtrade-certified producer organizations across the Asia-Pacific region, the Board ensures that the voices and interests of producers are at the forefront of all decisions.
The Board plays a critical role in shaping policies, overseeing compliance with Fairtrade standards, and driving the organization's mission to secure better trading conditions for producers. As part of its governance structure, the Board also works closely with stakeholders such as Fairtrade International and other partners to enhance the impact of Fairtrade within the region.
Each member of the Board is democratically elected, ensuring a diverse and representative leadership that reflects the interests of the various producer groups: Small Producer Organizations (SPOs), Contract Production Organizations (CPs), and Hired Labour Organizations (HLs). This inclusive structure empowers producers by giving them direct influence over decisions that affect their livelihoods and communities.
The most recent General Assembly took place on March 4, 2023, in Sri Lanka.
The current Fairtrade NAPP Board of Directors consists of 13 elected members representing all four geographic regions of Fairtrade NAPP, fostering diverse and inclusive leadership:
- South Asia: India, Sri Lanka, Bangladesh
- Southeast Asia: Philippines, Vietnam, Indonesia, Thailand, Myanmar, Lao People’s Democratic Republic
- Central Asia: China, Pakistan, Iran (Islamic Republic of), Tajikistan, Uzbekistan, Kyrgyzstan
- Pacific Region: Fiji, Papua New Guinea, Timor-Leste
This regional representation ensures that the unique needs and perspectives of producers from across Asia-Pacific are reflected in the governance of Fairtrade NAPP. Additionally, the members represent a wide range of products, including coffee, tea, coconut, cotton, rice, cocoa, sports balls, spices, nuts, oilseeds & oleaginous fruits, fresh fruit, fruit juices, herbal teas, cane sugar, and more. This broad representation guarantees strong leadership from producers engaged in diverse product categories throughout the region.

Regional Conferences
The Fairtrade NAPP region spans a wide range of countries and commodities, each with its own unique challenges and opportunities. To effectively address the specific needs of producers across this diverse region, a platform for discussion and collaboration is essential. The Regional Conferences serve as this platform, bringing together producers from Southeast Asia, Central Asia, the Pacific Region, and South Asia to engage in meaningful dialogue.
During these conferences, producers openly share the challenges they face, their aspirations, and their expectations from the market. Through collaborative discussions, participants work together to propose strategies to tackle these challenges and align their efforts with their market expectations.
With around 289 producers participating, the Regional Conferences create a collaborative environment where producers can collectively address obstacles and capitalize on opportunities within their respective regions and product categories.
The key functions of the Regional Conferences include:
- a. Electing Delegates to the General Assembly.
- b. Nominating Candidates to the Board.
- c. Discussing programs and projects with management.
- d. Raising issues with the Board and the General Assembly through elected representatives.
Coordinators and Deputy Coordinators of the Regional Conferences play a vital role in facilitating these conferences and ensuring effective communication between producers.
